2010 - present

Graduate from the UNAM School of Law, and master in tax law (degree in process) and L.L.M. of Law in International Tax, from the George Washington University Organization of American States fellow, in addition he has completed several courses and certifications in various national and international institutions.

 

In the academic field he has been professor of Tax Law at UNAM as well as visitor professor at the Universidad Ibero Americana Campus La Laguna.

 

His professional experience since 1991 has been mainly focused in the area of Tax law, beginning as an independent lawyer, until he went abroad for his masters degree.

 

After completing his master degree, he joined the Ministry of Finance and Public Credit, where he worked as the Director of Treaty Negotiations, and later on as Chief of Staff of the General Director of International Affairs, participating in the drafting of “foreign residents” articles of the tax reforms as well as its process of those years. Furthermore, from policy maker he became a tax law enforcer, when he worked for the Tax Administration Service as director of rulings for foreign residents transactions.

 

Once out of office he founded the firm of which he is the Managing partner up to now. Along the years he has participated in this capacity, as speaker and member in various academic and professional forums in Mexico and abroad, like Mexican Bar Association, Mexican Institute of Accountants, the International Fiscal Association, Canacintra, etc.

 

Derived from his tax experience he was invited to collaborate as Advisor for the Ministry of Environment in various projects of reforestation, and conservation of Natural Protected Areas, as well as early alternative energy projects, he participated in the draft of the new renewables energy law. The above has resulted in an active involvement in the energy sector, in particular in the alternative energy area. Thus, since 2005 he has been advisor for Public and Private Companies, in power generating projects of Biogas, Solar and Wind, as well as energy efficiency projects.

 

Currently, he is part of the Renewable Energies Counsel of the Federal Government coordinated by the Ministry of Energy, in his capacity of Vice President of the Energy Commission of CANACINTRA.

She works as an independent consultant for the United Nations within the framework of the UNEP (United Nations Environmental Program) in the National Environmental Summary for Mexico 2006-2012; she is also an adviser on legal and public policies for the Gulf of Mexico Large Marine Ecosystem Project at UNIDO (United Nations Industrial and Development Organization).

 

She has been an advisor for the Ministers in various administrations since 1995, in the legal department at the Ministry of Environment, Natural Resources and the study of management programs and administrative regulations affecting protected areas.

 

On the other hand, she was responsible for reviewing policies and presidential decrees related to the creation of new environmental protected areas, and in the study of management programs and administrative regulations affecting these protected areas. She also analyzed the international agreements on forests and management of natural resources, the OECD legal issues for the Country Report and the work done with the Ministry and the Commission for Environmental Cooperation and recently legal issues concerning climate change.

 

Additionally, she was the legal manager of Access-Mexico, a project of Mexico and the United States pertaining to environmental law consultation in Spanish and English. Worked as an intern in the US-Mexico Chamber of Commerce.Previously, she was a research assistant at the Institute of Legal Research of the UNAM and worked for the Supreme Court of Justice In Mexico City, where he contributed to the publication of the Annals of Jurisprudence. This includes her involvement with Vulcan / ICA Company, for which she prepared the report on the applicable law to the production of crushed stone in Quintana Roo.Academically, Ms. Maria Alejandra Navarrete Hernández graduated from the LL.M. in Environmental Law from George Washington University, a fellow of the 8th Cohort at the Program in Leadership in Environment and Development. During this time, she was a visiting scholar in the Environmental Law Institute in Washington D.C. and was involved in an overview of local environmental protection laws in Mexico and also in deforestation issues.

 

She has been a founding partner of Lara Navarrete Abogados, S.C. Law Firm and coordinates directly all the legal issues on environmental matters.

Graduate from the UNAM School of Law, master degree in business law from the University of Rennes 1 France and three postgraduate courses : Banking Law; Mexican financial system and International commercial and financial law at Universidad Panamericana in Mexico City. In addition, she has completed several courses and certifications in various national and international institutions.

 

In the academic field she has been an invited professor by CEMLA (Center for Latin American Monetary Studies) for the Central banks and governments of several Latin American’s countries. Professor of International Credit at Universidad Panamericana and  Spanish Technical Professor in France.

Her professional experience since 1986 has been mainly focuses in the area of Trust Banking services at several trust institutions as well as HSBC, BANCOMEXT Export-import Bank and BANOBRAS National Bank of Publics Works.

 

In France she was also City Councilor in Saint Pern and Member of Finance, planning, associative and cultural life and childhood and education committee, Member of Communal Center for Social Action, Member of the Board of Directors of the Joint Intercommunal School of Music, Delegate of Saint Pern in the commission of Economy and Employment Council of the Community of Communes of Saint Meen Le Grand-Montauban France.

In addition, she has founded in 2006 “Hablas” an association to learn foreign languages for children and teenagers with scarce resources and she was Co-producer and presenter of the weekly broadcast emission Latinoamericanas- Voices a Latin American political and cultural content, Rennes France.
